<p><strong>Business requirement:</strong></p>
<ul>

<p>Warehouse Orders (WO) should be created in such a way that workload is evenly distributed across available resources.</p>
</li>
<li>
<p>System should not assign multiple heavy WOs to the same picker while other resources are idle.</p>
</li>
<li>
<p>WO creation should consider:</p>
<ul>
<li>
<p>Number of open tasks per resource</p>
</li>
<li>
<p>Resource capacity</p>
</li>
<li>
<p>Queue priority</p>
</li>
</ul>
</li>
<li>
<p>If a resource is overloaded, new WOs should automatically be assigned to another suitable resource.</p>
